				<content:encoded><![CDATA[<p>Sandoval County– On Monday, May 20, 2013; New Mexico State Police attended and participated in the Torreon day school “Safety Day.” <span id="more-8454"></span>The Torreon Day School is located on the Navajo Nation and schools children kindergarten through high school.</p>
<p>The State Police District 5, Cuba sub-district, covers a large portion of the Navajo Nation and often responds to calls for service on the reservation. All Cuba sub-district State Police Officers are cross commissioned by the Navajo Nation.</p>
<p>State Police set up mock DWI arrests and alcohol related crash investigations. Also part of this mock scenario, State Police Officers stressed and the importance of not to drink and drive. Lastly, the children were warned of the dangers of underage drinking and the consequences that accompany it.</p>
<p>New Mexico State Police passes on this information to all young children and families to ensure a fun and safe summer vacation.</p>

				<content:encoded><![CDATA[<p>Santa Fe — On Saturday, May 18, 2013 local law enforcement teams performed a DWI Warrant Operation in Santa Fe County, during this operation there were 23 attempts, and 2 people were arrested on outstanding warrants (3 warrants served-2 DWI warrants, 1- other arrest). Five of the DWI attempts of offenders that were not located at the <span id="more-8450"></span>target location participating officers left a door hanger.</p>
<p>Santa Fe County “Operation Descansos” started September 26, 2010 when the Santa Fe New Mexican published the names and photos of offenders in Santa Fe County who have outstanding DWI warrants. On Sunday, May 12, 2013 55 photos of DWI offenders with outstanding warrants were published in the Santa Fe New Mexican. Door hangers will be place at target location by officers making offenders aware of outstanding warrant with court contact information.</p>
<p>The Department of Public Safety Special Investigations Division supported by the Santa Fe Underage Drinking Prevention Alliance in collaboration with the Santa Fe Police Department and the Santa Fe County Sheriff’s Office conduct monthly warrant roundups for DWI offenders who refuse to comply with the law, thanks to funding of the New Mexico Department of Transportation.</p>

She is on medication for both. Her mother stated that if she does not take her medication she may or may not<span id="more-8445"></span> harm herself. It is unclear if she took her medication with her. The mother also stated that Gina makes poor decisions and is incapable of caring for herself for a long period of time. Gina surrendered her driver’s license due to her medical conditions. Gina has been missing once before and was not found for several months. She was located in Albuquerque NM. NCIC states: /Subject has a history of Depression and is Schizophrenia. Mother is the reporting person.</p>

				<content:encoded><![CDATA[<p>San Juan County – On Tuesday, May 14, 2013; Farmington State Police stopped a White Chevrolet Malibu passenger car on US 550, mile post 116. The driver was arrested for being in possession of a stolen vehicle and drug possession. The initial reason for the traffic stop was for speeding. On Wednesday, May 15, 2013; the same officer conducted a traffic stop on US 550, mile post 139 on a blue GMC Sonoma truck.<span id="more-8425"></span> The driver was arrested for being in possession of a stolen vehicle and DWI (2nd offense-aggravated). This arrest was a result of the driver being pulled over for speeding and not wearing a seatbelt.</p>
<p>The driver of the vehicle stopped on May 14, 2013 was identified as Victor Gonzales (34) of Albuquerque NM. Gonzales was driving a vehicle that was reported stolen by Albuquerque Police Department. The investigation also revealed Gonzales was also in possession of large amount of marijuana, scales and packaging paraphernalia. Gonzales was arrested for Unlawful taking of a motor vehicle, intent to distribute, possession of marijuana and possession of drug paraphernalia.</p>
<p style="text-align: center;">The driver of the vehicle stopped on May 15, 2013 was identified as . This investigation revealed Benally was driving a stolen vehicle reported out of the Farmington Police Department. Further investigation revealed that Benally was intoxicated. He was arrested for unlawful taking of a motor vehicle, DWI 2nd offense- aggravated, driving on a suspended and or revoked drivers license, speeding and not wearing his seat belt.</p>
<p>State Police Officers in San Juan County have been working Project 550 overtime. This particular grant targets traffic violations including DWI, and seat belt violations. Since this grant has been implemented, District 10 State Police Officers have seen a large reduction in traffic fatalities on US 550.</p>

				<content:encoded><![CDATA[<p>SANTA FE- A single engine plane crashed on take-off this morning around 11 a.m. at the Aztec Airport. The pilot, former Aztec mayor, Michael Arnold, 62 was the only occupant of the aircraft. He was pronounced dead at the <span id="more-8406"></span>scene.</p>
<p>NTSB has been notified and is en route for an official investigation.</p>
<p>Arnold was the current airport manager and also served as mayor of Aztec from 1998-2001 and again from 2004-2008.</p>

				<content:encoded><![CDATA[<p>Santa Fe— New Mexico State Police is UPDATING the following Silver Alert in New Mexico. Victor Vargas, who has Alzheimer’s disease left his El Paso County TX home on Saturday, May 11, 2013 and has not returned. There is strong reason to believe Mr. Vargas is still in the Albuquerque area. On Friday, morning, May 17, 2013, family members in El Paso were notified of a <span id="more-8397"></span>gasoline transaction with one of his credit cards at a station located on Menaul and Morris at 6:00 a.m. On Thursday, May 16, 2013, family members in El Paso received a letter from Mr. Vargas stating he was fine, just doing some traveling. However, the letter drifted to unreadable and incoherent sentences.</p>
<p>Albuquerque State Police sent out a BOLO (be on look out) and ATL (attempt to locate) to all surrounding law enforcement agencies yesterday, May 16 and today May 17 2013. Mr. Vargas likes to frequent Wal-Mart stores and casinos.</p>
<p>Mr. Vargas is approximately 5’11” tall and weighs 210 pounds. Mr. Vargas has one brown eye and one blue eye. Mr. Vargas is slightly balding and has a tattoo on his right arm that says “Vic.”</p>
<p>Mr. Vargas was last seen wearing an olive shirt and blue jeans.</p>
<p>Mr. Vargas was last seen at his residence located at 12259 Nicolite, Clint, Texas on Saturday May 11, 2013. It is believed that Mr. Vargas may have driven to Cloudcroft, New Mexico to a piece of property his wife owns. It is an open piece of property with nothing on it. The next location Mr. Vargas may be traveling to is Albuquerque, New Mexico.</p>
<p>Mr. Vargas is diagnosed with Alzheimers, depression, and suicidal tendencies.</p>
<p>Mr. Vargas is driving a grey/silver Chevy Silverado truck with Texas plate AC78811.</p>
<p>It is believed that Victor Vargas is in danger due to his health diagnosis.</p>
<p>Anyone with information about Victor Vargas please call the El Paso County Sheriff’s Department at 915-546-2284 or New Mexico State Police at 505-841-9256.</p>

				<content:encoded><![CDATA[<p>Santa Fe County – New Mexico State Police arrested a 17 year old female at the Santa Fe Wal-Mart on Friday evening, May 10, 2013.</p>
<p>On May 8, 2013, State Police met with a man who wished to report that he was being blackmailed. The man said he had recently met and had consensual sexual <span id="more-8391"></span>contact with a young female. Since that incident, the female had been visiting the man at work, texting, and calling him. The female demanded to be paid $500 every Friday for three weeks. The female told the man that if he didn’t pay, she would tell the police that he raped her. The female also threatened to harm the man and the man’s daughter. The female was identified as Selena Velasquez (17) of Glorieta NM.</p>
<p>The victim cooperated and made a controlled phone call. During the call the suspect clearly threatened and extorted the victim.</p>
<p>A sting operation for the night of Friday, May 10, 2013 was organized. The victim asked the suspect to meet him at Wal-Mart in Santa Fe so he could pay her the money. Surveillance was set up by State Police officers.</p>
<p>The suspect arrived in the parking lot for the exchange. Velasquez was arrested without incident.</p>
<p>Velasquez was later booked into the Santa Fe County juvenile detention center.</p>
<p>All officers involved in this case deserve to be recognized for quickly solving a serious and complex felony case with a minimum amount of resources. Although there was a potential for violence during the sting operation, not a single officer had to use force, no property was damaged, and no injures were reported for all involved parties.</p>

<p><strong>A. PURPOSE OF THIS REQUEST FOR PROPOSALS</strong></p>
<p>The State of New Mexico&#8217;s Department of Public Safety (NMDPS or DPS) requests proposals for professional services from qualified offerors to develop a request for proposal (RFP) to facilitate the replacement of the State of New Mexico’s Computer Aided Dispatch (CAD) system. The CAD is the system used to dispatch 911 calls out to the officers, map the call location in the dispatch center, provide Automatic Vehicle Location (AVL) for officers in the field, and provide National Crime Information Center (NCIC) access within the application. CAD is essential in providing rapid response from Law Enforcement Agencies to crime/incident scenes.</p>

				<content:encoded><![CDATA[<p>Santa Fe— In cooperation with Texas authorities; New Mexico State Police is issuing the following Silver Alert in New Mexico based on information that an elderly male subject with Alzheimer’s disease left his El Paso County TX home on Saturday, May 11, 2013 and has not returned. There is reason to believe the male subject may have driven into New Mexico.</p>
<p>The El Paso County Sheriff’s Department is looking for 72 year old Victor Vargas. Victor is a Hispanic male. Victor is approximately 5’11” tall and weighs 210 pounds. Victor has one brown eye and <span id="more-8370"></span>one blue eye. Victor is slightly balding and has a tattoo on his right arm that says “Vic.”</p>
<p>Victor was last seen wearing an olive shirt and blue jeans.</p>
<p>Victor was last seen at his residence located at 12259 Nicolite, Clint, Texas on Saturday May 11, 2013. It is believed that Victor may have driven to Cloud Croft, New Mexico to a piece of property his wife owns. It is an open piece of property with nothing on it. The next location Victor may be traveling to is Albuquerque, New Mexico.</p>
<p>Victor is diagnosed with Alzheimers, depression, and suicidal tendencies.</p>
<p>Victor is driving a grey/silver Chevy Silverado truck with Texas plate AC78811.</p>
<p>It is believed that Victor Vargas is in danger due to his health diagnosis.</p>
<p>Anyone with information about Victor Vargas please call the El Paso County Sheriff’s Department at 915-546-2284 and ask for Deputy Jay Andujo.</p>
